ON Thursday, 9 November, Economic Freedom Fighters (EFF) leader Chicco Mkhwanazi, who's also the chairman of the Municipal Public Account Committee (MPAC) in Maluti-a-Phofung Municipality, has resigned.

Mkhwanazi tendered his resignation letter to Speaker Mandlenkosi Dlamini upon realising that the majority want him out of office after a motion of no confidence was levelled against him.

The motion of no confidence was filed by African Content Movement councillor Tumelo Thulo following the volume of complaints about the dysfunctionality of the MPAC office under EFF's chairmanship.

Among the accusations levelled against Mkhwanazi were consistent failures to address criminal and disciplinary proceedings, failure to develop an annual oversight work plan aligned with MPAC's functions, and the neglect to ensure that relevant matters were covered in planned meetings' agendas.

He was also criticised for not presenting a single report to the council during his tenure, contributing to the municipality's staggering R1,3 billion in unauthorised, irregular, fruitless and wasteful expenditure.

However, Mkhwanazi denied that he failed to protect municipal coffers.

"I have been sabotaged because the report I brought to the council was implicating their members. I have done everything in my power to keep that strategic office effective. The committee members were deliberately not attending meetings. There were over 21 meetings but only nine have materialised. The rest were sabotaged," said Mkhwanazi.


The new MPAC chairman, Tumelo Thulo, promised to resuscitate the municipality and come up with a proper oversight work plan to reduce unauthorised, fruitless and wasteful expenditure. 

"At some point, the National Treasury warned us that this will affect our equitable share grant. We cannot allow the situation whereby municipalities keep deteriorating while MPAC has a vital role to play," said Thulo.
