BOSA leader, Mmusi Maimane said there is serious corruption within the SAPS.
This comes after he held a meeting with the police and told them they could work together to create a safety plan to make Mzansi safe.
Maimane was doing a door-to-door in Jukulyn in Soshanguve, Tshwane, on Wednesday, 10 April.
“I’m tired of these things that in townships people are killing each other. Thugs are walking freely. The ultimate thing is to build a regional police service. When we say there're cops in the service, we're not speaking about people available to respond to crime," Maimane said.
He said the national police service is failing.
He added that any vehicle that is in private security must be available to respond to crime.

Maimane said Tshwane Metro Police shouldn't be used for checking license disks but be part of a collective force.
He also said the Minister of Basic Education, Angie Motshekga, asked children to pass with 30%.
“Her vision is that our children become pensioners at age 18, wait for children grants, elderly grants and even the R350. Motshekga wants pensioners, not professionals."
Maimane said Mzansi must reject 30% and move to 50% pass rate so that young people become competitive.
He said uMkhonto Wesizwe (MK) and the EFF are the nieces of the ANC and running a family business.
A resident, Nomcedisi Mbem (59), said: "Please, Maimane, fix our roads. Our water is closed, and we don't have money to pay bills as we don't work."
Another resident, Flora Makhubula (54), said: "We need jobs. Our children have turned to drugs because of poverty."
