Mashatile's cadre defence sparks debate

THE ANC is proud of its cadre deployment policy.  

Deputy President Paul Mashatile said this during his question and reply in the National Council of Provinces on Tuesday, 12 March.  

DA MP Cathlene Labuschagne wanted to know how Mshatile could, as incumbent chairman of the ANC political deployment committee, deny that cadre deployment is the cause of service delivery failures.  

He said he didn’t want to talk about cadre deployment but would answer it because Labuschagne was “provoking” him.  

“If you want to know about cadre deployment, I will make time for you to talk about it because it is such a brilliant programme that all parties in the world do it. If the DA does not develop its cadres, then you are deploying people who are not fit for purpose,” said Mashatile.  

He said the ANC ensures that if someone must lead in any sector, they have the required skill.  

Mashatile said some of the best people in the public sector were trained by his party, and some were sent to Europe and the USA to learn so they could return more skilful.

“We are not shy to talk about it, and we are not embarrassed to talk about it because a lot of people in public service today have been trained by the ANC."  

He said opposition parties pick and choose the municipalities with problems and blame it on cadre deployment.  

The deputy president admitted that Mzansi’s high unemployment rate was unacceptable.  

Mashatile pointed out that to deal with the crisis, the Minister of Finance, Enoch Godongwana, announced an additional R7,4 billion for the presidential employment initiative for 2024/2025.  

“One of our priorities as a governing party is stimulating economic growth. If you look at all our policy documents, particularly our current manifesto, the issue of economic growth is top of the agenda because we accept that unemployment is quite high, standing around 32%, and young people are the most affected."  

He emphasised that the government was implementing programmes to ensure that youth are employed because they believe that when young people are given opportunities, they will take them up.
