National sides were given permission to select up to 26 players following the COVID-19 pandemic, first allowing this change at the delayed 2020 Euros.
Expanded squads were still optional for head coaches at the World Cup in Qatar in 2022, largely due to the tournament being held mid-season and in warm weather.
Among the managers in favour of 26-man squads were Netherlands boss Ronald Koeman and England's Gareth Southgate, who previously preferred a smaller group.
