ANC ward councillors closed down Emfuleni Local Municipality on Tuesday, 14 March.
The ANC-led municipality was shut down by its own councillors because of service delivery issues.
In recent months, the embattled municipality's offices were locked by staff members due to non-payments.
Councillors from 13 wards blocked the main entrance with their cars, demanding to meet the mayor, acting municipal manager, and the chief financial officer.
The councillors wanted answers as their community members were suffering because of alleged corruption and lack of service delivery.

Speaking to the Daily Sun, the councillors said that their communities always complain about waste management as trucks are not collecting rubbish and that in recent weeks, their townships have been without water with no explanation from the municipality.
ANC Sedibeng regional chairman Thulani Kunene said: “This puts their lives and the lives of their families at risk. The community is angry, and the municipal management doesn’t have answers for the community. There are no streetlights, high mast lights are not repaired, and the municipality is not doing anything about the unfinished road construction projects."
Kunene said this has led to community members attacking their councillors because of issues the municipality is resolving.
He said little things make a huge impact in the community because if someone steals a truck battery or diesel, it affects service delivery very badly. He said the municipality must start dealing with these petty crimes.
Daily Sun tried countless times to get comment from the municipality with no luck.
