PRESIDENT Cyril Ramaphosa will this afternoon unveil the much-anticipated economic reconstruction and recovery plan to deal with the economy after it was battered by the coronavirus pandemic for much of the year.

Ramaphosa is to announce the plan when he addresses the joint sitting of the National Assembly and National Council of Provinces after the report was approved by Cabinet a week ago.

The recovery plan is the product of National, Economic Development and Labour Council in an engagement that was chaired by Ramaphosa.

The report is said to put much emphasis on fighting corruption by public figures as well as transparent government transactions in the procurement processes as some of the interventions against crime and corruption to help government build the economy.

The 48-page document is said to make a point to rally behind Ramaphosa in his declared war against corruption. It calls for Ramaphosa’s support in his efforts to act against public office bearers involved in corruption and wasteful expenditure and if needed to enforce existing legislation to deal with these officials.

Labour Minister Thulas Nxesi answering questions in the National Council of Provinces this week reportedly revealed that the report would also deal with rising unemployment.

“I can say that the Presidency has consulted fully with all sections of government as well as all partners at Nedlac and indeed all partners; business, labour and community were specifically invited to make proposals.

“From my side, I would add that in addition to the stimulus measures, there are plans for mass unemployment measures but let us wait for the president to pronounce on that,” he said.

However, SA Federation of Trade Unions general secretary Zwelinzima Vavi has warned that from what they seen in the report, there will be nothing to celebrate and the nation should not be fooled by Ramaphosa’s rhetoric.

“The draft strategies are terribly disappointing. The government priorities do not begin to properly take into account the desperate need Saftu always expresses, for bottom-up economic growth based on restoring lost incomes,” said Vavi.

Ramaphosa’s address to parliament is scheduled for 2pm this afternoon.
