MISS K, a State Security Agency (SSA) employee testifying from a secret location, gave explosive evidence at the Zondo Commission yesterday.

Siyabonga Cwele, David Mahlobo and Bongani Bongo were fingered as three former intelligence ministers in the abuse of the spy agency’s mandate.

She said she worked on Project Veza with Mr Y, another protected witness. Project Veza is aimed at cleaning up the agency.

Miss K’s evidence was largely based on an affidavit from Mr Y, who is in hospital.

“At an executive level, the abuse of SSA and its mandate occurred under the political leadership of former ministers Cwele, Mahlobo and Bongo, and was executed or implemented primarily although not exclusively by Moruti Nosi, Thulani Dlomo, Sonto Kujo and Arthur Fraser,” she read from Mr Y’s affidavit.

She said she knew what Mr Y was talking about as she was part of the investigation. She agreed with Mr Y that front companies were used to siphon funds from the agency and that a parallel intelligence capacity was created which, if not stopped, could pose a risk to the state and the Constitution.

She said alleged corruption in the SSA was well organised and orchestrated.

Miss K said 48 non-SSA people, led by Dlomo, were trained to build a private presidential protection unit for former president Jacob Zuma in 2019. She said recruits bypassed vetting process and they were provided with funds, resources and firearms from the SSA.

“Part of their training took place outside South Africa,” she said.

Before the hearing started, Rapulane Kgoroeadira, who represents Bongo and Fraser, objected to the application for Miss K to give evidence from a protected place.

Kgoroeadira said his clients were not notified that they will be implicated in Miss K’s evidence.

“We cannot be ambushed in this manner,” said Kgoroeadira.

He said according to the general rules, the hearing must be in public.

“This injustice cannot and should not be allowed to persist in these hearings,” he said.

Commission chairman Deputy Chief Justice Raymond Zondo granted the application.
