How long will it take for municipalities to realise they can’t just allow people to stay in any available house, room, building or piece of land?
Municipalities must enforce by-laws, because without them incidents such as the one that took place in Hillbrow will occur frequently.
But whose fault is it?
If there are by-laws in place, property owners need to comply and there will no longer be buildings, rooms or pieces of land that endanger occupants.
You can’t say Nigerians have taken over the streets of Hillbrow. It’s the municipality’s fault. It allows people, and not only Nigerians, to occupy any building.
Municipalities must begin to take their work seriously.
